The constitutional power of the President to make nominations to the Rajya Sabha is a power coupled with a duty to ensure that qualified nominees occupy the twelve seats. The scope of this power has been scarcely addressed. This monograph analyses how complicit conduct of the executive and the nominee can insidiously and invidiously subvert a written constitution, impair the wholesomeness of and debase the third organ of State, the legislature.
